As debate rages on over the state''s budget, California Governor Arnold Schwarzenegger is urging lawmakers from both sides of the aisle to work together in an effort to make the state more business friendly.

Speaking to lawmakers, the governor said that if the state made it more attractive for entrepreneurs to incorporate in California by reducing regulations and reforming tax and labor laws, revenues would increase - preventing future budget issues.

"I understand we need more revenue but there are revenues already there without raising taxes," he said. "We should promote ourselves as the most business friendly state in the United States. We should do everything we can to cater to businesses."

He also called on state labor leaders to speak with lawmakers about the issues affecting the state''s workforce.

The state definitely has a long way to go in terms of its pro-business legislation. While California ranked first in both access to capital and technology and innovation in a recent study by CNBC, it also ranked next to last in terms of business-friendliness.
