Small businesses and entrepreneurs looking to incorporate in California may be facing a resurgence of activity, despite continued struggles with unemployment and the state budget.

According to a report released this week by the California Small Business Development Centers, the state saw a 22 percent increase in new jobs created in 2010 over the previous year, adding nearly 3,900 positions while retaining more than 2,000 that were originally slated to be cut.

"We are cautious but optimistic regarding the changes we are seeing in the economy. It is always good news when we see companies asking for help in growing their business as opposed to asking for help to simply survive," said Kristin Johnson, state chair of the California SBDC. "We were also pleasantly surprised at the substantial increase in revenue SBDC clients achieved last year."

Despite the growth in job creation, California continues to struggle with a $26.6 billion deficit and a 12.7 percent unemployment rate, as of January. As state lawmakers have proposed a roughly 50-50 split regarding tax revenue versus spending cuts to cover the budget crisis, the Republican minority continues to vehemently oppose raising taxes - a problem that threatens to prolong the budget debate.
