Entrepreneurs looking to form an LLC in New York are likely feeling more optimistic these days, as a report released Tuesday by the National Federation of Independent Business found confidence among the nation's small businesses reached the highest level in three years in January.

The NFIB's Index of Small Business Optimism grew by 1.5 points, reaching 94.1 for the month and marking the highest level since December 2007, the month most economists cite as the start of the recession.

"The story here is not that we are back to normal but that we are making progress and rapid progress toward that goal and in a very important job-creating universe of companies," Robert Brusca, chief economist at FAO Economics, told MarketWatch.

Despite the findings, NFIB chief economist Bill Dunkelberg was skeptical of its indications.

"While the economy is moving forward, albeit at a snail's pace, it is not nearly fast enough to dramatically improve the unemployment situation, which continues to languish," Dunkelberg said in a statement.

However, others are quick to point out that the report from the NFIB - an organization that has been routinely critical of the Obama administration - continued a three-month gain in small business hiring plans.
