Once again, Texas has been ranked among the top business climates in the country. This time, Development Counsellors International placed the Lone Star State at the top spot, beating out North Carolina and South Carolina, which took the No. 2 and No. 3 spots, respectively.

The survey of more than 300 corporate executives concluded that respondents' preferred Texas' low costs of operation and pro-business climate. Such conditions may even prompt a number of business leaders to relocate in coming months, as nearly half of respondents claimed their companies will be making a location decision within the next two years.

"With the battle for business more intense than ever, states and their economic development organizations need to pay close attention to the results of this survey," said DCI president Andrew Levine in a statement. "Whether accurate or misguided, perceptions about a location's business climate often play a crucial role in site selection decisions and where companies invest money and create jobs."

Another 51 percent of respondents claimed they plan to outsource their site selection process to real estate brokers and consultants.

Rounding out the bottom of the list as the top three worst states for business, according to the survey, were California, New York and Illinois, respectively.
